Who is considered a sex offender and What is a Sex Offense? What is considered a sex offense? Rape : Forced sexual intercourse or other sexual penetration with another person with possible force and without consent . Child Molestation : Contact with a child used for sexual arousal of the offender by inappropriate touching of a child, using a child in pornography of forcing a child to watch pornography . Sexual Abuse : Forced touching such as fondling, gabbing, groping. Offenders may use verbal threats or physical force and take advantage of those who can not give consent due to intoxication or disability. Sexual abuse is most often between offender and someone they know Prostitution : Engaging in illegal sexual activity for monetary gain (Rogers et al; 2021).
