CITY OF GREENVILLE POLICE DEPARTMENT MEMORANDUM DATE: 04/09/2023 TO: The Mayor of Greenville FROM: Susan Fellows RE: Criminological Theories Guiding Policy Updates I am conducting a theoretical analysis of the issue at hand in Greenville, increased property crimes, and creating a working hypothesis that explains why there is a spike in property crimes in the city. This analysis will focus on how and why specific criminological theories can be used to inform new policies that will be more effective than current ones. It will also explain both the immediate and long-term effects that result from the issue of property crimes. I propose that the social disorganization theory plays a part in the increased rate of property crime in Greenville. The “social disorganization theory maintains that the cause of delinquency is associated with the location of social problems. Many social controls in these neighborhoods have been lost or need help to maintain social controls. The loss of these social controls results in an atmosphere where crime occurs more quickly” (Adler, 2020). I will identify the relationship between neighborhood characteristics and corruption through the social disorganization theory. I would also propose that the “Strain Theory can help to explain why the crime rate in Greenville has risen significantly since the close of the auto manufacturing plant. The strain theory proposes that people are pressured to commit crimes through stressful events” (Adler,2020). The closing of the auto manufacturing plant has caused a financial strain on the town of Greenville. Some have turned to crime to keep a roof over their head and food in their home. They feel they have no other way of getting these things, so they turn to crime. Specifically, the General Strain Theory can account for the rise in crime. The city of Greenville
has recently been experiencing financial strains because of the auto manufacturing plant closing. The unemployment rate has increased, and no other businesses have entered Greenville. Financial strain can cause people to use illicit drugs to cope with the citation. The use of illicit drugs in Greenville has risen to 27.1% since the plant’s closure. Greenville’s crime mapping has shown that property crime has risen all over the city; however, most property crimes occur on major roads with easy and fast access to the property. The crime mapping shows that more crime happens in certain areas and neighborhoods; this could relate to the Social Disorganization Theory. They show that specific communities are more prone to the stress of closing the auto manufacturing plant. My criminal hypothesis is that the closure of the auto manufacturing plant has increased the unemployment rate. This has created a financial strain on Greenville and its citizens. People’s economic well-being can push them to seek financial gain illegally. This is not a new concept by any means. Researcher Vanagunas began connecting research on the relationship between the unemployment of males to the rate of commercial robbery and vehicle theft. Vanagunas research on the unemployment rate did not correlate with all the property crimes; it did show that unemployment was a significant factor in many cases. (Lester, 1995). Later, more research was done by Chamlin and Cochran (2002), which examined previous statistics from the Bureau of Labor Statistics and described how “the reported unemployment increased the level of property crimes because crime becomes more attractive than other means of gaining pecuniary rewards” (Chamlin & Cochran, 2002). The short-term damage to the community and its citizens could be devastating. The crime rate will continue to rise due to the inability to attract more businesses to the city of Greenville.
