Differences Between Suburban Schools And Urban Schools

Pedro Noguera, a phenomenal urban sociologist and a professor at New York University confronts the problems which exist in our nation’s education system in his book, City Schools and the American Dream: Reclaiming the Promise of Public Education. Noguera describes what he views to be the main problems facing urban education and suggests strategies for improvement. From years of experience as a teacher and school board member, he reflects on what he believes to be the real problems. Noguera blames the school’s failures on students, parents, and teachers which leads to blame local government officials or policymakers. Noguera states in City Schools and the American Dream, “The central argument of this book is that until there is a genuine commitment to address the social context of schooling — to confront the urban condition — it will be impossible to bring about significant and sustainable improvements in urban public schools” (pg.6). Noguera believes that we must address the central problem to make any type of solutions for improvement.

Most inner city schools are not challenging their students and not allowing them to be creative. Yet, challenging students is their normal practice in the better school. On the other hand, all inner city schools should give their students with the same amount of education as private schools in order to better their education. There are different methods of teaching between these schools, especially when it comes to economics and geography. “Scholars in political economy and the sociology of knowledge have recently argued that public schools in complex industrial societies like our own make available different types of educational experience and curriculum knowledge to students in different social classes” (Anyon, 1980). Even though years after Brown versus Board of Education, where the Supreme Court declared segregation to be unconstitutional, Caucasian, African and Hispanic Americans continue to learn in different worlds. As long as each race has low incomes, there will always be unequal education.

The book, Inequality in the Promised Land: Race, Resources, and Suburban Schooling, tells us about the problems that inner-city students face in schools across America. There is an apparent problem with discrimination towards black and poorer families within some suburban districts. The effect of this is a vicious cycle of limited/ scare resources of educational opportunities for students. Author, Lewis-McCoy examines a suburban area in which a “promised land” of educational opportunities and beneficial resources has failed to live up to it’s name. America’s suburbs are seeing an increase in diverse families, yet there is still a challenge of giving equal and high quality educational opportunities to them.

“Still Separate, Still Unequal”, written by Jonathan Kozol, describes the reality of urban public schools and the isolation and segregation the students there face today. Jonathan Kozol illustrates the grim reality of the inequality that African American and Hispanic children face within todays public education system. In this essay, Kozol shows the reader, with alarming statistics and percentages, just how segregated Americas urban schools have become. He also brings light to the fact that suburban schools, with predominantly white students, are given far better funding and a much higher quality education, than the poverty stricken schools of the urban neighborhoods.

America’s school system and student population remains segregated, by race and class. The inequalities that exist in schools today result from more than just poorly managed schools; they reflect the racial and socioeconomic inequities of society as a whole. Most of the problems of schools boil down to either racism in and outside the school or financial disparity between wealthy and poor school districts. Because schools receive funding through local property taxes, low-income communities start at an economic disadvantage. Less funding means fewer resources, lower quality instruction and curricula, and little to no community involvement. Geography played a huge part in my experience with K-12 education. In the study titled, The Geography of Inequality: Why Separate Means Unequal in American Public Schools (2012), Logan, Minca, and Adar noted that inequalities of performance between schools that have a majority of minority groups and found connections between the performance of school when looking through the lens of race and ethnicity. Key findings included that African American, Hispanic, and Native American students were most likely to attend a school that averages between the 35th-40th percentile (Logan, Minca, Adar 2012). Three types of high poverty schools were outlined; location in city center, majority African American and mixed location, and majority Hispanic (Logan et al., 2012). The school district that I attended for my K-12 education experience was nearly 95% white, located in the suburbs, and had low poverty. Ultimately the lack of reliable resources and preparation from underfunded schools leads African American students into being unprepared for college and jobs, once again reinforcing a vicious cycle of poverty within the community. Gillian B. White, a senior associate editor at The Atlantic, wrote a chilling article regarding the systematic racism that is deeply embedded in the American school system. In the article The Data: Race Influences School Funding, White states “At a given poverty level, districts that have a higher proportion of white students get substantially higher funding than districts that have more minority students” (White). In this quote White explains the clear correlation of race and inadequate funding in the American school

“When we can predict how well students will do in school by looking at their zip code, we know we have a serious systemic problem” (Gloria Ladson-Billings 20). When we are able to forecast how a child will perform by where the child resides, then how can we say that every child is receiving quality education. The unsuccessful educational system infused into the United States is affecting the majority of minorities. In the United States students due to their race and social class, suffer from underfunded public schools, inexperienced teachers, and housing segregation, which in turn inhibit their opportunity to succeed through education. These difficulties plaque students from the very beginning of their public school experience and follow them throughout their academic life. There are a few solutions to these issues but they have to be implemented and enforced with a slow integration.

In fear of the deteriorating value of education materials to support the appropriate grade levels, white families flee the public school system to magnet or private school for higher enrichment. Meanwhile, suburban legislators and Governor Thompson agree that “we can’t keep throwing money into a black hole” (Kozol, 1988, p. 53). Ultimately, the education at public schools were thrown aside at the cost of enriching the lives of students in affluent schools. Within the two districts I researched, Dallas ISD and Highland Park ISD, I found that the gathered median income from Highland Park is four times that of Dallas ISD. Because of this, Dallas ISD students are forced to rely on the limited sources of educational materials which are reflected by the substantially different median income compared to Highland ISD. Additionally, racial divide amongst the two ISD’s is astonishing. In Dallas ISD’s only 5.1% of the student body is identified as white but Highland Park is 85.8%. Meanwhile, the other ethnicities for the two school districts have the percentages swapped. Having Highland ISD’s black, Latino/Hispanic, Asian, or Pacific ethnicities just below the 15% margin and Dallas ISD’s non-white ethnicities soaring above 94%, the clear distinction of racial inequality among these two districts are evident. Comparing these percentages aligns to Kozol’s evaluation of white overpopulation in affluent schools within different districts such as Highland ISD.

His credibility is established by the author of Rereading America by providing us with his collegiate background. This is also created from his continual involvement with isolated and segregated educational school systems and keeps tone sincerity throughout his essay. This school didn’t have very many resources and was unable to keep teachers for very long. After pursuing other interests, Kozol took the time from 1988-1990 to meet with children and teachers in several different neighborhoods to better understand issues relating to the inequality and segregation in the school systems. Kozol writes from his own perspective as he visits six different cities and the poorest schools in those cities. Throughout the essay, Kozol proves evidence of the inequality that African American and Hispanic children face in the current school systems across the country. Kozol supports his testimony by providing the reader with factual statistics and percentages, of how segregated the public school systems have become within many major cities. He exposes the details and statistic of how wealthier schools received better funding and opportunity than the low-income and poverty struck school systems throughout the major cities across the country.

Two articles, The Facts about the Achievement Gap by Diane Ravitch and From Still Separate, Still Unequal: America’s Educational Apartheid by Jonathan Kozol, provide facts about the crumbling education system in the inner cities of America. Schools there have shown to be segregated, poorly staffed, and underfunded. While the theme of both articles may be educational shortcomings, the content is surrounded by discussions of segregation. There are more underlying factors the authors are missing. Readers need to be rallied together in a unilateral cause to identify the issues affecting the nation’s education system, segregation is not one of them.
