The most stable conformation of cyclohexane is chair conformation. In chair conformation there is 1,3-diaxial interaction between an axial group and hydrogen or other group present axially at C3 position. This is the major destabilizing interaction. So, if there is only one substituent in cyclohexane the group preferentially lies in equatorial position toavoid 1,3-diaxial interaction. In cis-1,2-dimethylcyclohexane, two methyl groups are cis, so, one will be equatorial and other axial.
