The purpose of unemployment benefits is to give temporarily relief for workers who become unemployed while they are looking for employment. However, the system has never really effectively addressed how to assist unemployed workers to obtain gainful employment. The Hamilton Program proposes three excellent programs to assist unemployed workers to find reemployment. The program I believe that will have the greatest impact is the Bridge-To-Work program. Besides reducing the number of weeks an individual is unemployed; it solves two distinct problems. Employers are reluctant to hire unemployed workers; they perceive them in a different light from employees who are currently working and who seek employment with their company. Unemployed workers want to be given the opportunity to show an employer they are qualified to perform the job and are capable of learning new skills; thus illustrating to the employer that they will be an asset to their organization. By having individuals reenter the work force sooner through the Bridge-To-Work program, you accomplish three goals of reemployment. The goals of decreasing the erosion of the worker's skills; combating the mental health issues associated with long-term unemployment and breaking the cycle of long-term unemployment. The one concern I have with the program is employer's using the system to fill temporary positions. The bonus feature the Hamilton Project outlines, I think needs to be adapted. The $1,500 bonus would only go to the employer. In addition, the employer would receive a portion of the funds at 26 weeks (For example, $900) and at 52 weeks (For example, $600). The breaking up of the bonus payment would increase the chance of the employee being employed by a company for at least a year and would greatly reduce the possibility of an employer abusing the system. The Bridge-To-Work Program comes with a hefty price tag. Therefore, I believe it will be necessary for the states to recoup the cost from the employees and employers who will benefit from the program. In the long run, the employee and employer will benefit from the program by paying a little more for unemployment insurance. The employee will have a greater piece of mind of being reemployed sooner if they need the program.   The employer will gain access to qualified employees and may reduce their human resources cost
