The Implications of RTI and EBP fro SLPs: Commentary on L. M. Justice This article is commentary to Justice's (2005) article on the effects of EBP and RTI on reading instruction. Both RTI and EBP can be used to promote effective change in the way services are provided in the school setting. As a response to the original article, Ukrainetz (2006) stated that utilizing RTI and EBP can provide opportunities as well as challenges for SLPs. Using these techniques can make considerable changes in the way children are identified for services as well as refining language intervention. In this article, Ukrainetz discusses how Response to Intervention (RTI) can influence and change who qualifies for speech-language services or special reading instruction.

RtI works at its best when personal from across the school, including administrators, general education teachers, special education teachers, supplemental specialists, music and gym teachers, and counselors all collaborate to support the framework, because each staff member shares equal responsibility for the success and failure of all students (Shapiro 2011). RtI needs the full support of all staff members, because it does not show immediate results and could take between 3-5 years to see its positive impact. RtI gives schools the chance to correct literacy issues, and fix the problem early, before students’ progress forward where they pay for it long into their future.

In the periodical article, “South Africa: The Drug Trade's Bitter Taste," published by IRIN, a Kenyan-based news agency, states that South Africa is trying to reduce its issues, and that drugs correlate with crime rates in SA. The article supports this claim by detailing on a drug known as “tik”, or crystal methamphetamine. The drug causes aggressive behavior, which can last up to three or four hours, and is common in areas with high crime rates (South Africa: The Drug Trade's Bitter Taste). In addition, the article believes that certain drugs are used often by members of certain races. For example, it listed tik as a largely-used drug by the mixed raced population, while sugar, a mixture of cocaine and heroin, is used more by the Indian population (South Africa: The Drug Trade's Bitter Taste). Afterwards, the periodical states that one reason crime rates increase because of drugs is that people commit thievery in order to pay for their next hit. Towards the end of the text, the IRIN noted that while SA’s drug trade was parallel to its economic growth and disposable income, it’s also increased the amount of people in need of rehabilitation. The Institute for Security Studies’ Huebschle believes drug trade to be an international issue that needs every country’s help to reduce drug trade. SA’s police have

Michael is an eleven-year-old seventh grader at Multicultural Magnet School in Bridgeport, Connecticut. Michael is being evaluated based on last year’s and this year’s academic performance, teacher feedback, and diagnostic test results. At the end of sixth grade, Michael was reading at a fourth grade level according to the district-mandated iReady diagnostic testing. His understanding of high frequency words and phonological awareness has been mastered, however testing results still indicate that he struggles with phonics. In sixth grade, Michael worked with a reading interventionist (SRBI) for thirty minutes four times per week. SRBI services will continue to be provided for Michael this year.

Learning to read is one of the most foundational skills needed for educational success. As children learn to read they develop the ability to decode, interpret, and store information from what they are reading. Reading comprehension allows a child to gain meaning from text and decoding allows a child to process sounds into words. Reading is vital to educational success because it allows a student to learn new information and build upon their prior knowledge. Students who attain reading skills are more likely to achieve academic success while students who have reading difficulties are likely to struggle academically and fall behind their peers. Reading difficulties have been prominent within the US for years. For example, the most recent National Assessment of Educational Progress statistics shows that only about 33% of fourth graders are at or above proficient at reading (National Center for Educational Statistics, 2011). Studies show that the cause of reading difficulties is based primarily on genes, environment, and instructional experience (Vellutino, Fletcher, Snowling, Scanlon, 2004). Students with a language learning disorder have difficulty comprehending spoken and written language thus making it difficult to learn new information. Children with reading disabilities are more likely to struggle during elementary school years as students are asked to think about what they read more critically. Speech language pathologists and teachers can help
