Professor Alan Ward wrote an article titled “How Democratic was the Roman Republic?” stating how Rome was not as democratic as everyone thought it was. He argued that only 2 percent of Roman citizens usually voted. Reasons for that may be due to that fact that voting only took place in Rome so only those who could afford the time and expense to go to Rome to vote which were mostly rural voters and their clients. When the Athenians were making their laws all 40,000 of their citizens were invited to the lawmaking process,whilst the Romans had a 300 man senate. Also the Romans had an easier way of becoming a citizen. Another way that they differ is that Athens was ruled by a council of 500 and the Roman empire was ruled by the senate and up until third century BCE Roman kings.The Roman Empire is far more superior to the Athenian city-state because of the more efficient government, better laws and more in touch citizens.

Rome and Athens were both superpowers during their time and paved the way for modern day western culture. There were a few things that Rome did better though including their citizenship system. The following reasons are why Rome’s citizenship system works better than Athens’. Firstly the Romans allowed a higher number of people to become citizens. The next reason is that Rome made sure that their citizens were playing a role in society. Lastly the Romans had a more organized and efficient senate than that of the Athenians.

Athens is more superior than Sparta through, government, economy, and culture. Athens government is a democracy which means all citizens get to take part. In Athens “ all men are on an equality” which means “ Not of the few but of the many” (doc 3 pericles). Every citizen in Athens is allowed to take part in government, even poor citizens. Unlike Sparta, who has an oligarchy, monarchy, and democracy. The Spartan government is made up of kings and elders only. Not everyone gets to participate.

To begin with, both of their ways that they chose the officials were similar but also differed. The Athenian Government and the Roman Republic both had the citizens of each side choose the officials, but they both had a difference in limitations on how they chose the officials. In Athens, the citizens would vote for the officials, but the people who were official citizens were the ones who were 18 or over, born in Athens, and had to be males. This means that outsiders, slaves, or women could not vote because they were not considered citizens. Additionally, the Athenian Government system for voting was organized with citizens by the name of demes or demos; who belonged to tribes and where combined with others of the same area to make a larger group, which in turn were combined to form ten tribes. In contrast, citizens of Rome had to be over 15 years old, male slaves could also vote if they were granted freedom, the women were considered citizens but had no voting rights. The

Rome's government was more organised than Athens for many reasons. The pictures in document E and F show that rome was more organized because they held meetings in buildings and they were not roaming around while Athens held their meetings outside and people roamed around freely. Rome was organized and not roaming around they were sitting down, listening, and speaking when they were aloud to. Rome also met in buildings while athens met outside meaning they were sometimes stopped by weather and could easily be disrupted. Athens Allowed citizens to show up while Rome did not.

One of the most significant reasons that may prove that the Roman Republic is not a democracy is its system in which includes flaws that are not very democratic. In other words, the system can be viewed as rigged. According to Source C, one example of this was that all voting of the people was only held in Rome. The second major similarity between ancient Greek and Roman civilizations was that their citizens voted on who to make their elected officials, however the difference was that each culture differed in their definition of a citizen. The Greeks only recognized native-born males having the right of citizenship, women and slaves could not be citizens and therefore could not vote. The Romans on the other hand, recognized foreigners residing within Italy as half-citizens giving them full legal rights but not the right to vote. Greece mostly voted into office people of middle- to upper-class citizens, whereas Rome only voted in the rich 10% of their population. Even though history seems to show that the Greeks were more fair by randomly selecting citizens to run for office, the Roman government specifically chose who would run for election similar to our political race today where the Republican and Democratic parties choose who will be there candidates.

Rome was a better system in my opinion my three reasons are they let more people have citizenship , they also were not strict which meant they allowed more people in their republic than the city-state of Athens, They had more men who fought with them in the wars that had citizenship.
